Baseline Survey for the Nigeria Livestock Micro Reforms in Agribusiness (L-MIRA) Project – World Bank (2017/18)

The objective of the monitoring and evaluation (M&E) baseline survey is to collect data relevant to the key business regulations for suppliers (producers, importers, wholesalers and retailers) of different inputs (poultry drugs, vaccines, animal feed and DOCs) to poultry producers.

Specifically, the survey collected information on:

  • resources (time and cost) that businesses need to devote to regulatory compliance
  • perceptions of businesses and other players on regulatory agencies and processes
  • sales of respective products
  • key issues faced by businesses and tentative solutions to the issues

The survey had two main activities:

  • Activity 1: Qualitative research: involved desk review of laws and regulations and relevant existing research as well as conduct of in-depth interviews (IDIs) and focus group discussions (FGDs). The FGDs shall be conducted with businesses in Akwa Ibom, Enugu, Kaduna, Kano Lagos, and Oyo States
  • Activity 2: Quantitative survey of the input suppliers: shall involve collection of data from input suppliers (producers, importers, wholesalers and retailers) of different inputs (poultry drugs and vaccines, animal feed and DOCs) in Kaduna, Kano Lagos, and Oyo States
