Quality Improvement and Clinical Governance Initiative (QI-CGI) Impact Evaluation

The World Bank’s Impact Evaluation of Nigeria’s of the Quality Improvement and Clinical Governance Initiaitive (QI-CGI), also known as “QE” (short for “quality enhancement “), encompassed 7 rounds of monthly data collection from 80 Primary Health Centres (PHCs) in 6 states; Anambra, Bauchi, Cross River, Ekiti, Kebbi and Niger.

The data collection included administration of 3 long questionnaires, a (i) facility questionnaire, a (ii) vignette case-study questionnaire, and a (iii) patient exit questionnaire.

This project experimentally evaluated variants of a health care management intervention implemented by the Nigerian Federal Ministry of Health (FMOH), the Saving One Million Lives Initiative (SOML) and the National Primary Healthcare Development Agency (NPHCDA), to enhance quality of health care, especially maternal, newborn, and child health care (MNCH). The intervention program aimed at improving service quality at PHCs by relaying information to providers and through mentoring and tutelage. The program focused on alleviating the supply-side constraint of service quality to improve efficiency of health systems. The intervention sought to deliver information to providers but also added incentives to actually apply already acquired knowledge.
