Nigeria Subsidy Reinvestment and Empowerment Programme Maternal and Child Health Project (SURE-P MCH)
The Subsidy Reinvestment and Empowerment Programme was designed to support Maternal and Child Health (SURE-P MCH) in target communities by addressing supply and demand constraints and reducing maternal and child mortality. This entailed increasing the available supply of skilled workers able to provide MCH services and increasing the demand for such services in vulnerable communities.
Hanovia Limited was contracted by the World Bank to collect 3 rounds of Impact Evaluation data to measure the effects of the programme. The goal was to collect high-quality, reliable and consistent data for the purpose of the impact evaluation research.
Surveys were conducted in 35 states and the FCT. The survey aimed to measure (i) the effect of alternative incentives regimes to midwives on their retention rates and related outcomes; and (ii) the overall impact of the SURE-P MCH.
Data was collected in 3 rounds:
- 2013 – Baseline Data
- 2014 – Follow-up data (short-term)
- 2016 – Follow-up data (long-term)
For each round, Hanovia Limited prepared training materials and detailed field manuals, conducted enumerator and supervisor training, conducted facility interviews on 500 officers-in-charge, conducted interviews with approximately 1300 midwives, thousands of households, facility managers and WDC chairmen. Lastly, HL also cleaned the final data set.
For the data collection, we used CAPI methods (SurveyCTO), using the Google Nexus 7 Android tablets.
