Helen Keller International, in collaboration with partners, conducted a Post Event Coverage Survey (PECS) to assess the reach and effectiveness of the Vitamin A Supplementation campaign across five Nigerian states

Background, Rationale & Objectives

To address Vitamin A Deficiency (VAD) and iron deficiency caused by parasitic infections, Vitamin A Supplementation (VAS) and deworming medication are widely delivered, often integrated with Maternal, Newborn and Child Health Weeks (MNCHW). Helen Keller International (HKI) supports VAS delivery across five states. However, a critical gap exists between administrative data (which reported 94% coverage in 2024) and Post Event Coverage Survey (PECS) findings (77% in the same period). This discrepancy highlights the need for independent, community-level coverage assessments.

The primary objective of this survey was to assess the quality and coverage of the VAS campaign in the first semester of 2025 and determine why some children were missed. Specific objectives included measuring coverage rates for VAS, deworming, and other services; comparing survey coverage with administrative data; identifying reasons for non-receipt of services; assessing caregiver knowledge and communication effectiveness; evaluating campaign implementation against protocols; and proposing actionable recommendations.

Scope, Location, Target Respondents & Sample Size

The survey was conducted across Adamawa, Benue, Ebonyi, Nasarawa, and Taraba States. Fieldwork lasted 12 days and covered 1,276 households within 116 enumeration areas (EAs). The scope included:
A quantitative survey – household census, household interviews with caregivers of children aged 6–59 months, and surveys with health workers and community health extension workers.
A qualitative survey – key informant interviews (KIIs) with stakeholders including UNICEF, the National Nutrition Program, VAS program managers, state and LGA health departments, health facility managers, community health workers, and pharmacists. Focus group discussions (FGDs) were held separately with mothers under 35 years, mothers over 35 years, and fathers of children aged 6–59 months.
